Hello all, Last night at the general meeting, Andrew Arbic and Jason Kilger were nominated for the directors position. As per the Constitution, there will be a 21 day period for campaigning, followed by 7 days of voting. The timelines are as follows: From Wednesday the 22nd of September to Wednesday the 13th of October - Campaigning for the candidates From Wednesday the 13th of October at midnight until Wednesday the 20th of October at 1700 hrs, voting will be open. There will be another general meeting to announce the successful candidate. I encourage you to ask the candidates questions and make an informed decision before you vote. The executive wish both candidates good luck and look forward to working with either candidate for the next 3 years. Troy

The fall General meeting will take place on Wednesday the 22nd of September at the Best Western. The General meeting will start at 1930 hrs. We also have Kathleen Cryderman, from Terra Financial, coming in to speak about other investment options for your pension. Kathleen will be presenting from 1830 to 1930 hrs. The executives would also like to invite your spouses to Kathleen presentation. This way, they can hear for themselves what type of options they may have as well for their pension. Hello all, The CPA will be sponsoring members to attend the Inaugural Golf Fun Day. If you are golfing that day, the CPA will provide you with a CPA golf shirt (Please contact Connie Leroux for your size, etc) and a monetary reimbursement. The CPA executives set aside $800.00 dollars for this event. Depending on the number of participants from the CPA, will depend on the amount of money you will receive. Hello all, The bargaining unit just completed 2 days of bargaining this past Wednesday and Thursday. The bargaining unit will be meeting with the board again on Wednesday the 3rd of March to put the finale touches on a package, to present to the membership. The bargaining unit is anticipating posting the package on the bulletin board Wednesday night. As per the Constitution, the proposed package will be posted for a period of one week, then there will be 2 ratification dates, were members will be able to attend to discuss the propsed package and ask the bargaining unit questions. We will be keeping a close eye on the restrictions and may have to alter how many dates we will need to ratify. If you have any questions, please let us know The bargaining unit

Hello everyone, To keep everyone up to date, please find the attached bargaining package which your bargaining unit submitted to the Police Services Board. You will see that the package will not contain all your submissions, as we could not submit them all. We want to thank everyone for your submissions, it is a true reflections of our membership being involved in the bargaining process. One topic that was brought forward that the bargaining unit had as one of our top three was the NRA60 factor for civilian members. Perry Ruffo did a lot of research on this topic, but after contacting OMERS (PLEASE READ THE BELOW E-MAIL), and the information that Bruce Chapman, President of the PAO, provided one of our executives, we are unfortunately unable to bargain this topic at this time. We had our first round of bargaining yesterday and it was very productive. We didn't directly bargain with the board today due to unforeseen circumstances with the lawyer for the board. We have two dates set aside in the next two weeks, Wednesday the 24th and Thursday the 25th of February. We will keep everyone updated as much as possible. The bargaining unit As discussed, NRA60 coverage is restricted to police officers (including cadets) and firefighters under OMERS Plan provisions. Ex-officers who may be working a civilian job (e.g., due to health reasons) may also continue to be considered NRA60 as long as they continue to be considered a constable. Below, I have provided references to OMERS Plan provisions which outline who may have NRA60 coverage under the Plan. Subsection 15(1) of OMERS Primary Plan text states: 15(1) The normal retirement age of a member is, (a) 65 years; or (b) 60 years, if a member is a police officer or firefighter and the employer has changed the normal retirement age of the class of employees to which the member belongs to 60 years; or (c) 60 years, if a member who is contributing to the Fund on the basis of a normal retirement age of 60 years becomes an employee of an employer who is an association of police officers or firefighters within 90 days of ceasing to be employed as a police officer or firefighter and the employer has changed the normal retirement age of the class of employees to which the member belongs to 60 years. As you can see, a member who is not considered a police officer or firefighter, is not eligible for NRA60 coverage under the Plan. For greater clarity, our definition of police officer is derived from subsection 2 of the Police Services Act: “police officer” means a chief of police or any other police officer, including a person who is appointed as a police officer under the Interprovincial Policing Act, 2009, but does not include a special constable, a First Nations Constable, a municipal law enforcement officer or an auxiliary member of a police force Further to our discussion, a special constable is not included in the definition of police officer as you can see above. I believe the above information should be helpful in explaining to your members why you are unable to pursue NRA60 coverage as part of your upcoming bargaining, but if you require any further clarification please feel free to reach out. To keep everyone up to date, the bargaining committee was contacted by the board and our first bargaining dates will be Wednesday the 10th and Thursday the 11th of February 2021. Once we exchange our bargaining package with the board, the committee intends to post our bargaining package on the CPA website so members will see what we have put forth. Stay tuned, we will update the membership when possible, The bargaining committee.

Attached is the memberships submissions that have been compiled over the last several weeks. The bargaining committee met last night for the first time and went over the list that has been attached. We will be submitting the letter of intent to bargain within the week, to put the Board on notice, (The letter of intent is standard practice when initiating bargaining with the board). The committee will be working diligently over the next several weeks to put together a bargaining package to ensure the members request are put forth. Hello everyone, There was an oversight on the way the bargaining committee voting will take place. At the last meeting, it was indicated the process would follow the election process, three weeks of campaigning, one week of voting, then the successful candidates would be announced via our website. As per our constitution: Bargaining Committee A. The Bargaining Committee shall consist of four (4) paid up members in good standing. The President shall be one of the aforesaid members. The remaining three (3) members, one of which shall be a civilian member and one of which shall be a sworn member shall be elected by a majority vote at a General or Special Meeting, provided that Notice has been given or posted regarding the election of the said Committee. B. When a Bargaining Committee is required, nominations will be accepted at the October Annual General Meeting after the results of the election are announced. The nomination of any person absent from the meeting shall not be received except on production to the Chairman, a letter from the candidate, signed in the members own handwriting, stating that he/she consents to his candidature After all nominations have been closed any person who has been nominated may withdraw by announcing his withdrawal to the Chairman. In the event there is only one candidate for a position, the Chairman shall declare such candidate elected by acclamation. **Should an election be required the Chairman shall call an election as soon as practicable and it shall end 7 days later with the results posted on the Association website** As a result of the constitution, the voting will commence Thursday the 22nd of October starting at 1700 hrs and will end on Thursday the 29th of October at 1700 hrs. Please vote during this time frame. Remember, the nominees are the members who will be representing you and will be bargaining your next Collective Agreement. Ask questions before voting for a nominee. Be informed! Troy

To the Membership of the CPA I would first like to thank everyone who voted in this past election. Overall, we had 121 members who voted- that is an incredible response and I am hoping we can maintain that same level of involvement when bargaining and other issues arise in the future. To start my term, I am strongly encouraging every member to become educated and involve themselves in our association. It is vital that you ask questions and inform yourselves about the topics we discuss. Remember, the elected executives work for you, the member. Secondly, I would like to thank Dave MacLean for his years of service on the CPA executive. He spent countless hours throughout his time on the executive, both Provincial and with the CPA, to better our position as an association. I wish Dave all the best in the future. The first order I would like to address is bargaining: I will be chairing the bargaining committee for the next Collective Agreement, as the representative of the executive board. I would like to approach bargaining differently this year. I have a few ideas that I will be presenting to the committee, once it is formed, in hopes of making the bargaining process more transparent. Submissions for bargaining are being accepted starting immediately. Please submit them to me via email. Once the bargaining committee has been determined, I will take all the submissions to the committee, in hopes of starting the process as soon as possible. We should start the bargaining process soon, as there is a lot of work that needs to be done prior to the expiration of our current Collective Agreement.
