Letter to the Members

To all members of the Cornwall Police Association,

It has come to our attention that Chief Shawna Spowart will likely be returning to her duties the week of the July 31st, 2023. Though we are not privy to the rationale for her temporary absence (nor should we be), it is important that we all recognize the need for such moments, where justified.

Given the events that have transpired over the past couple of months, relating to the Cornwall Police Service, Chief Spowart, and the Board, there have been concerns raised by several members regarding the potential for abusive and retaliatory behaviour. We want to assure everyone that we have been communicating with the Cornwall Police Services Board and have highlighted the relevant sections of the Police Services Act, along with the Collective Agreement, that act as safeguards to prevent any such abusive behaviour from a police executive.

The public rightfully expects nothing less than professionalism from the members of the Cornwall Police Association. You have all demonstrated this, time and again, especially over the past couple months. It is important to note that this public expectation extends to the Chief of Police as well.

However, out of an abundance of caution and in the unlikely event of any reprisals against any members, the Association is prepared to advocate on your behalf, if there are indicators that our members are experiencing any form of abusive or retaliatory behaviour.

We continue to remain united in the common goals of keeping our communities safe, and our workplace free from harassment, intimidation, and/or tyrannical behaviour.

Yours in Unity,

The CPA Executive
